Cost 0 for 3–4 Dexterity this turn. Dexterity boosts Block gained, so 3 Dexterity adds +3 to every Block Skill. Free Energy for Dex stacking is the key strength. On turns where multiple Block cards land — Backflip (5→8), Blur (5→8) — fire Preemptive Strike first to inflate them all. Unlike Footwork (permanent Dex), it's turn-only, which is sometimes better when only one crucial Block turn matters.

• On turns planning multiple Block cards, lead with Preemptive Strike to stack Dex first.
• It also stacks with Footwork for very high Dexterity totals.
• Satisfies Follow-Up's "if you played a Skill before this" condition — Preemptive Strike → Follow-Up works.
• Cost 0 contributes to Flechettes' Skill count, buffing its damage just by sitting in hand.
• With After Image, Preemptive Strike adds 1 Block, and the Dex boost amplifies following Block cards.

• Backflip / Blur: multiple Block cards. Lead with Preemptive Strike to increase each one.
• Footwork: permanent +2 Dex Power. Stacks with Preemptive Strike for very high Dex totals.
• Follow-Up: AoE Weak Attack if a Skill was played prior. Preemptive Strike → Follow-Up satisfies the condition.
