Unceasing Top is a Rare relic that draws 1 card every time your hand becomes empty. By spamming 0-cost cards to empty the hand and then playing the drawn card, you achieve an extremely high-cycle play pattern. In low-cost-centric decks it effectively serves as a draw engine, significantly raising per-turn action count. That said, decks full of high-cost cards rarely empty the hand, so the effect goes to waste. It's a relic whose value hinges heavily on deck-construction direction.
